About the CERT Program

The Springfield, IL CERT was formed in 2003 by Mayor Tim Davlin who directed the Fire Department to implement and manage the program.

The CERT concept to organize and train citizens to assist in a large scale event in our city, were based on the events of 9/11.

Equipment and supplies were purchased, and training was presented to members of the public by the fall of 2003.

The first 2 classes joined in March of 2004, officers were elected, and the group was formed and ready.

The CERT team is made up of citizens 18 years of age and older who are just like you with a desire to help the Springfield community and its residents in the event of an emergency or other incident. The team helps also out with civic events and trains on a quarterly basis to keep disaster response knowledge and skills sharp.

* Training Information *
There are several components for training for the team. Basic Training is comprised of 22 hours of classroom and hands on, and is usually held in the spring. All members old and new participate in a hands on scenario for the final day of training. Certificates, and equipment are handed out following the scenario. Applications are held on file and everybody who sends an application will be contacted for each new basic class until they join or request removal of the application from file. * Equipment Inventory *
All Springfield CERT members receive a backpack and equipment upon graduating from basic training and joining the team. This basic equipment is provided so members can be ready to respond and deal with events and incidents that CERT is designed to assist with. Members are free to add equipment and items.

Springfield CERT Members receive a Windbreaker, Polo Shirt, Ball Cap, & Certificate at graduation.
Any member who is missing any of these items or needs additional stickers for car windows needs to contact the equipment chief.

* NIMS Training *
NIMS - National Incident Management System is the system by which emergency events are managed in our country. The NIMS training is available on line for all persons to become certified.

Events such as west coast wildfires and earthquakes, the World Trade Center, and hurricanes that have devastated our southern coastlines bring several agencies of all kinds together, including CERT, to mitigate the damage caused by these terrible happenings.The Federal Government has deemed NIMS training essential for all responders, including volunteers, so agencies can work with the same tasks and organizational structures wherever we may find ourselves.

The Federal Government believes this to be so important, that federal grant money cannot be attained by communities that have not trained all their emergency response personnel. They offer the basic courses, NIMS 100 and NIMS 700 on line to guarantee the training reaches all who need it.

WHO NEEDS THE NIMS 100 AND 700 TRAINING?
Federal/State/Local/Tribal/Private Sector & Non-governmental personnel to include:
Entry level first responders & disaster workers
• Emergency Medical Service personnel
• Firefighters
• Hospital staff
• Law Enforcement personnel
• Public Health personnel
• Public Works/Utility personnel
• Skilled Support Personnel
• Other emergency management response, support, volunteer personnel at all levels

There will be a test at the end that can be taken on line, and the results will be made available to you almost immediately. You will be given a link to print off your completion certificate. Please let us know when you have received your certificate.

THE CITY OF SPRINGFIELD IS VERY DEPENDANT ON GRANT MONEY TO ADMINISTER PROGRAMS THAT HELP OUR COMMUNITY. ALL EMPLOYEES OF THE CITY MUST COMPLETE THE NIMS 100 AND 700. RECENT CHANGES HAVE INCLUDED VOLUNTEERS IN THIS REQUIREMENT.
